My husband's POE was 10/30/15

We didn't pay the green card fee until 3/22/16

Is there a way to track the production of the green card? I have heard you can do the case status with USCIS and your receipt number, but it's been two weeks, and it still has the "Case was sent to Dept of state" from our original approval of the I-130

Any advice?

Yes you would have had to write down your IOE number when you paid the fee, without that there is no way to track production. Your original case number is not linked to the processing of the GC. As a note the stamp in his passport will still work as a temporary GC until yours arrives in the mail. Although some people get their card in the mail very fast, 2-3 months is not an unusual processing time.
