Buy some large planes and fly them down to Guatemala. When they try to cross the border into Mexico, they'll be shot at by the Mexican military. That's what they do to protect their border.

in the 50's they would be put on a ship and taken to the southernmost point in mexico. that seemed to work well, as they had to traverse all of mexico to get back in. plus it makes mexico deal with their transport home.
