F1 married an LPR, can't change name on SSN?

Hello,
I'm a full-time F-1 student in US. I married 4 months ago in US and my husband is a legal permanent resident. We already filed for AOS with my new last name, but my filing date was not established yet so we are waiting for that time. I wanted to change my name on Social Security file (I already have an SSN from recent OPT) so that my new last name can go on the our baby's birth certificate and so I can complete name changes everywhere. But when I went to the SS office, I was told that I can't change my name because I'm an F-1 student with expired work authorization. They said I have to either finish my AOS or get a new work authorization card. Is that true that you can't change your legal name until I get those documents?

I even showed them my 797-C (notice of I-130 receipt) and my marriage certificate, but they still said no. So now I'm stuck in this weird place where I use my maiden name on all legal and billing documents except AOS documents, yet I am legally and officially with a different last name.

Any help if the SS office was correct or were they wrong?
