I called the nvc and they didn't know why it wasn't accepted!!???

they suggested because I revived it in a envelope in the mail me opening my own mail to scan the document to file electronically made it invalid?

now I can't file via regular mail.

what am I supposed to do?

Did you receive it in a sealed envelope?

Did it say something like----

"To be opened by the addressee only" and/or "To the authorities concerned United States Government"?

If it did then.....

1) You should not have opened it.

2) You will have to get another one.

3) You will not be allowed to bring this to the interview for any CR/IR visa, as that is an immigrant visa and NVC will have to vet the beneficiary before scheduling an interview.

no it was in a sealed Victoria police stamped envelope addressed to me.

if the nvc or anyone else opened it they would be tampering with my mail.

I don't understand how I was supposed to email a sealed envelope

I had to mail our sealed envelope from Japan, I think you probably should get another one and send it asap, every day you wait is another day wasted. You have ZERO chance of bringing it to the interview though, that much I can tell you, if you are indeed filing CR/IR-1 as your avatar says

this is stupid!

I am not allowed to mail anythin as I am email/ electronically processing!!!!!!

I guess I'm not going to be a citizen anymore

You wouldn't be a citizen for like 3-5 years anyhow?

temporary citizen whatever.

the system is messed up and there is no help available, it is too hard for me to live with my wife.

Talk to a supervisor or go get a new certificate and have it sent to the consulate instead of you.

You need to send an Australia National Police certificate with fingerprints option: http://www.afp.gov.au/what-we-do/police-checks/national-police-checks#fingerprints

Don't send a Victorian one.
