Timeline

My fiancé came here almost 3 months ago from Belize and he applied for a social security number (NON WORKING) they sent us a letter Jan 13, 2016 and said it would arrive up to 3 weeks. We waited and never got a social security number so we called them and went to the social sercurity office and they said they were waiting on USCIS to verify some information. So we waited and then called social security to follow up and they said call USCIS. Called USCIS and they won't give any information over the phone you have to set up an appointment. So my fiancé went to the appointment and they told us that we have to fill out all the paper work for adjustment of status. I was under the impression that you could apply for a social security number (NON WORKING ONE) while you waited for the adjustment of status paper work to be completed.

I will take it that your fiance entered the United States on a K1 Visa with 90 days to get married, right? If yes, then you should have applied for SS the second day to get one with the the copy of the I-94 arrival form. Now, from my understanding, if you wait for more than 14 days to apply for SS then you have to wait until you have applied for adjustment of status.

Most people after they arrive, they would apply for SS the second day, then after the marriage, they would go down to the SS office and make a name change.

Maybe someone else can add to this or correct me if am wrong.

This is incorrect. You have until 2 weeks before your I-94 expires to apply for the SSN if adjusting from a K-1 visa. If you pass that deadline, you have to wait until your EAD comes in (after you've applied to adjust status) to get the SSN.

OP, did your fiancee apply for the card before that timeframe? If so, I have some experiences with delayed social security cards, and you can PM me for more info.
