L1 B visa to green card - Moving restriction

Timeline

My boyfriend works remotely and his PERM process was started while living here in NY state.

The company's immigration attorney is saying that he cannot move states, and that doing so will cause the entire Green Card process to have to start over. It is his understanding that this is due to the Prevailing Wage determination being location-specific, but there could be another reason we are unaware of. They are saying we have to stay in our county in NY state.

His current L-1B visa runs out at the end of 2017 so he cannot afford to start over at this point but we are frustrated over these restrictions of having to stay in our County. Yes COUNTY, not Country! :wow:

We were hoping to move to Boston this June.

Are you familiar with this rule? I have never heard of this rule. It was my understanding that one could move states, but not leave the country for an extended period of time.
