Looking at some recent approvals, some Nebraska files are being approved faster than California files. California was, until recently, generally quicker than the others.

I always discount the Philippines files when looking at stats. Petitions for Philippines beneficiaries are often processed faster due to an agreement that was put in place after the bad typhoon a few years ago. How long that agreement will remain in place is anyone's guess.

However, I have seen later November I-130 filing dates approved from Nebraska recently than from California. Maybe Nebraska is speeding up?

It depends on the workload, how many people filed around the same time as you, staffing levels in the service centre, absenteeism, how complex each case is and so on. Some background checks may take longer than others. As with every job, some employees naturally work faster than others.
