You can pay as they become available the process goes like this:

1. Submit DS-261
2. Watch for AOS fee to invoice (You will see $120)
3. Send in your AOS and IV packages. Be sure to print the Document cover page from the payment portal. One for AOS one for IV (print two copies)
4. Call NVC after a few days to get them to review the DS-261, this will unlock the IV fee
5. After DS-261 review V fee should appear in 3 to 4 days watch for the $325
6. Pay IV fee
7. When IV fee changes from In Process to PAID
8. You are now able to access the DS-260

It might be a timing thing. I have heard some say they can;t pay for a few days after they submit DS-261.
