You are overthinking this.. I have used Walgreens and CVS passports for all my applications to USCIS and there was never a problem.

The middle one looks great.

Case dispatched from diplomatic mail service to NVC : 01/23/2017

Case arrived at NVC: 01/26/2017

NVC sent case to USCIS : 02/09/2017 (system update)

Case receive by USCIS (text & email notification): 03/07/2017

Have friend take your picture using your phone and any white background. Then install a passport photo software and edit your picture to the correct size. Then save it to a thumb drive and take to anyone who can print photos including someone who has a good printer that prints photos. Here is one of the best photo apps for passport pictures for android. Just go to the play store and search for ID passport Photo. Its the easiest to use.

I ended up going to CVS and got acceptable photos, I guess the 5th times the charm. Next time I need them I'm using the phone app to make them myself, seems like much less hassle, I just didn't have someone that could take it for me right now.
