$35,000 does not sound very much for life threatening treatment.

I think OP's question was if the lack of appointment will make the denial of the tourist visa more likely.

The problem is, in order to get a visa for medical treatment, you have to demonstrate that you have an appointment and, more importantly, what the length and cost of the treatment will likely be. Then, you have to show tha you can pay for the treatment in total. The fact that he cannot pay even $2500 right now will not bode well at the interview. Plus, as someone else said, $35,000 for medical treatment will be gone in a flash. Other questions -- who is going to pay for the cost of his travel to and his stay in the US while waiting for treatment and follow-up care? Not trying to say it's impossible, just trying to make you aware of some of the issues the visa officer might raise.

Here is one source (not official from the US government) that explains it fairly well: http://www.***removed***/visitor-visa/visitor-visa-usa-medical-treatment.html

On this official site, you can scroll down to the "Travel for Medical Treatment" portion. It is not as detailed as the one above and does not specify an appointment, but it does say that the doctor has to spell out a lot of details and agree to treat the individual. Most visa officers do ask about an appointment because there can oftne be a long delay in getting appointments, especially with specialists, and that would add to the costs.

I find this very difficult to understand without punctuation. What is NGO? Why can't he have the medical treatment where he lives or in UAE? How much will his treatment cost? Those are questions they will ask. 35k isn't much for medical treatment here. I'll give you an example. I had surgery last year for a perforated intestine, I was in the hospital for only 5 days and my treatment was well over 60k.

Total cost of the treatment is 33400 which will cover his stay also he will stay there one week and than comeback he saved little amount of money to buy flight ticket

Does he have proof that the treatment will only be 33k?

One of the common issues I have seen is the impossibility of getting a quote for US medical treatment.
