I apologize in advance, as I'm filling out the I-130 form now and will probably be asking a lot of questions. Obviously I want to make sure everything is right the first time!

My husband was born in present-day Uzbekistan, but it was part of the USSR at the time he was born. Should I write Uzbekistan or USSR? Or, like this: "USSR (Uzbekistan)."

Also, after US social security number (which he doesn't have), it asks for "alien registration number." What is this? Is this relating to the US (in which case, he wouldn't have anything yet) or to his home country (birth number)?

I think either (Uzbekistan or USSR) is fine, but I'd put Uzbekistan. The alien registration number (also known as USCIS number) is indeed related to the US; he might have one if, for example, he was ever in the US and got an EAD card from USCIS.

No. Leave that blank if he has only ever been a tourist.

I'd put Uzbekistan, thats where he would be interviewing. USSR was a huge place so does not indicate anything about which embassy he would interview at.

Yes the alien registration number is a number which would identify him as someone who lived or is living in the US but not born there. So as was said you can leave it blank.

It's complicated. He's ethnically Tajik. Was born in USSR in what is today Uzbekistan, near where the border is. But when the Soviet Union broke up, he was living in Dushanbe (capital of Tajikistan), so he has Tajik nationality. Aaaaaaand we live in Czech Republic (he's been here about 9 years or so), so hopefully he'd be interviewing at the embassy in Prague.

If when he was born it was the USSR, I'd put place of birth as "USSR"

I had an ex who is Serbian have problems with immigration (not US) because his place of birth was "Yugoslavia" and he put "Serbia".

You should put Uzbekistan at least. For example, on US passports they always put the country as the country that currently controls the place of birth, even if the person had never been in the country when it is know as what it is now. For immigration, the country of birth matters because for some categories, the visa number availability dates are different based on country of birth, and for the diversity lottery, it is allocated based on country of birth and some countries of birth are disallowed from applying. All of these countries of birth are based on the country that currently controls the location of birth.
