Form I-130 Approved but no letter receivied

Hi there, my apologies I created an account here just to get a clear answer. So based on the status below does that mean they still haven't sent the letter? Does the status above change AFTER they've sent the letter so something like "We've sent you letter on x/x/x date, etc"

On May 24, 2010, we approved your Form I-130, Immigrant Petition for Relative, Fiance(E), or Orphan, Receipt Number EACxxxxxxxx. We will mail your approval notice. Please follow the instructions in the notice. If you move, go towww.uscis.gov/addresschange to give us your new mailing address.

The reason i'm a little worried is because there was another separate applicant that I've applied for 3 years AFTER this one and they got the letter and even went through the interview process. All of the paperwork was filled in the same location.

Much appreciate if anyone can give me some insight.

P.S I'm the the person who applied - just a relative trying to help this particular family as they're seniors and don't know much about technologies.
