Naturalization eligibility

Timeline

I received conditional green card on October 30, 2013, so I can apply for citizenship on August 1 2016 (90 days before my anniversary). I checked the eligibility chart, and it says that my husband needs to be citizen for 3 years as well. When I apply for conditional green card my husband was green card holder, and he received citizenship on September 15. So my question is do I need to wait till September 15 to apply for naturalization, on I can apply on August 1?

Your husband has to have been a citizen for 3 full years on the day you file. The 90 days early filing only applies to your green card anniversary.

So you shouldn't mail your application before Sep 15th. I would advise waiting a day or two beyond that just in case they make a mistake with the dates.
