Hey there.
I am a permanent resident since 2013 (became an immigrant through F4 category)

I didn't move to the US permanently because I got married and had a good job here in Pakistan I just travelled four times since then. Had planned to move after my wife got the immigration.

My wife went to the US for a month on behalf of State dept in 2013 on a fellowship (she is a journalist too) - she got it again for 10 months through state dept in 2014 but she cancelled it because we were getting married and the clause in her visa said that she can't travel if she gets married to a US citizen or permanent resident. We wanted to go to US the proper way instead of her going there and us getting married in the US and adjust status later on.
Therefore I applied for my wife while in 2014 August after she cancelled her visa.
Her interview was done on 17th March 2016.
All documents were fine except of course my proof of domicile issue. I had maintained a US bank account since 2013, had applied for jobs and a university in 2013, applied for a Credit Card as well (which was rejected since i wasn't working in the US) --- Sent it all to NVC for proof of domicile. They only asked for the W2 form of the AOS members (co-sponsors) I used to get the financial documents complete.
My AOS was filed by me with zero salary because I am not working in the US. I don't know if I did the right thing despit the fact that at POE I usually reply to them that I work as a journalist in Pakistan.

At the interview my wife was neither asked what she does in Pakistan nor did they ask about my profession. They didn't ask about my AOS or the W2 forms just the marriage documents which had the signature of my wife. We took the computerized one only. They only asked as to why I was out of the US for so long and when do I intend to go... he said everything is fine except that "we have an issue with your husbands proof of domicile" ... must have asked my wife about me establishing proof of domicile in the US around 5-6 times. My wife eventually said that I didn't move because of her but will now in 3 months. He replied "Ok I am approving your visa, but also writing a note that you both will move and establish domicile in 3 months" No congrats or anything just this. Dont know if he was just pissed off or testing my wife's patience. He asked where she would go in the US ...she said Coral Springs Florida, he said to that "Are you sure because I am from Coral Springs, so are you sure if you are going there too?"

Anyway....bottom line..

a day later....17th march it turned to "ISSUED from AP"

So its good news for us..... everyone discouraged me from the lawyers to few members on this website.. but it worked out fine for us... I am sure you must be thinking that its luck ...maybe it is but ya...

I am not sure what that note would mean ..."that we will in 3 months for the US" because where would he write the note? on the visa or the documents they give with the visa?

Case dispatched from diplomatic mail service to NVC : 01/23/2017

Case arrived at NVC: 01/26/2017

NVC sent case to USCIS : 02/09/2017 (system update)

Case receive by USCIS (text & email notification): 03/07/2017

A green card is for living in the US, not visiting. Unless you can prove you have been living here the entire time you could still have problems. Either way you must have proof you are PHYSICALLY living here before her visa is issued

Yes I know what the green card is for. Got it after 12 years of immigration process.. So was taking time to settle.

The visa has been issued to my wife... 16th she was interviewed the online status showed AP - on the 17th today it showed ISSUED- so it's there, without me bein PHYSICALLY present in the US ...!!!

How long have you been away from USA? Do you have a reentry permit? You will have problem entering USA if you have been away fro more than a year.

I have been going to the US every 6 months.

Can u tell wen u got case complete and after how many days of CC u got interviw date please??..thankyou

Case was complete in October and I got interview date in January. I submitted the documents a bit late.

Yes - NVC will send you list of documents - that you need to bring in for the interview. You will need to get medical done and the documents needed would include original civil documents - like birth or marriage certificate (depending on your category) you will also need pictures as evidence - what's your category and case- perhaps I can tell you in detail then

Right so interview was done on the 17th of March. Got passport on the 22nd.
6 months visa. No extra letter that both the petitioner and the applicant will have to leave in 3 months. maybe in the packet that they gave for the POE perhaps they might have written a note. So we are not taking a risk and going in 3 months as told to visa officer.

SO VISA JOURNEY PEOPLE

I am a PR living outside US since 2013 (I visited US every 6 months only since then) .... my wife got the visa... just some queries by the visa officer that what is the petitioner (husband/me) doing in Pakistan... we had a valid reason... my wife is a house wife therefore i am staying here... and she got the visa...!!!!!!!!!!!!!!!!
