I was refused a DV lottory visa application by a consular officer in Accra, Ghana on the basis of a missing document.

I submitted my University Diploma in Basic Education from the University of Cape Coast, Ghana and my original Secondary School results slip from the West African Examination Council.

The consular officer asked of my original secondary school certificate but not the results slip.

I told her it is not with me here but pleaded with her that, I will bring it the next day.

But She said no. Hence the refusal.

I wrote a letter in a form of appeal two days after the interview to the consular section through mails and post with copies of the required secondary school certificate attached, for them to reconsider my application.

But I have not heard from them.

What should I do?

hmm... this is strange. usually they will give you 221g and ask you to produce the missing document

But were you asked to bring in a CERTIFICATE??

I assume you didn't have the document but you showed her the results slip instead of telling her upfront that I don't have it.

You probably annoyed the CO by not being upfront and he/she had to sniff the truth out of you.

I know for sure that the Accra consulate is impatient with DV applicants..

If you weren't given an opportunity to bring the correct document then unfortunately, that might be the end.

Case dispatched from diplomatic mail service to NVC : 01/23/2017

Case arrived at NVC: 01/26/2017

NVC sent case to USCIS : 02/09/2017 (system update)

Case receive by USCIS (text & email notification): 03/07/2017

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
