She is free to travel where she wants in the country, she isn't on probation.

Since you're doing the CR/IR-1 visa, I'm assuming you're asking if she can fly from the Philippines to visit her friend in Texas and then you in Florida before flying back to the Philippines? Will she be arriving on a tourist visa? She can visit during the visa process and usually it's not an issue, but entry at POE is always at the discretion of the CBP officer. Just to be on the safe side, she should bring ties to her home country to show her intent to go back home.
