DSO failed to report my program end date

Timeline

I was in the process applying for OPT when heard I was illegible to do so. My new record states I have been at this school for only one semester. However, I have been studying in the US for 9 years, legally maintaining my F-1 status. In my old I-20 and SEVIS, school stated that my program date ended by June 1st, 2015. I was only a first semester senior by that time. DSO suggested me to take a gap semester since classes I need to take for to graduate were not offer in the Fall term. I then left for Germany and went back to Vietnam to renew my visa to avoid being out-of-status. I then asked to make a new I-20 because my old I-20 was expired; I also had to pay for the new SEVIS ID. It was weird for me at first because I thought they extended my program ended date on my I-20. Now, with my new record, I am illegible to apply for OPT. This is my last semester. And, I only have 4 classes this term. I’m confused, mad, and sad. I really don’t know what to do since the DSO supposed to report my information but I don’t think they did. The school told me to take classes next semester so I can apply for OPT then. I can’t afford to do that. I have put my family thru a lot since I transferred school. As much as I blame myself I believe the school is responsible for not reporting to SEVIS. Can you please tell me what actions I can take to not sabotage my future. Is there anyway the school can fix the mistake on I-20? Can I hold the school responsible? Can I do anything to change? Please, advise me.
