I know it is very frustrating. 

You should receive it this month.  Have you tried to schedule an infopass? 

Thats what I did and they told me my interview date on the spot and had sent out my letter the next day.

They will send you a text message advising that it has been shipped, it will also be tracked.  The card is sent from within state so you will receive it 2 days after it has actually shipped.  Congratualtions! you will be hearing soon.

Yeah I figured but I was hoping I would hear something by now. I wasn't aware its coming from intra-state, that's awesome. That means there's still a shot of it arriving this week. Thank you!
