I agree it is, and it is critical to get that return out of those who might otherwise end up in poverty on welfare or selling drugs on the street, not so much when it comes to those who would be able to afford it anyway. Helping those in medical need is also a sort of investment. If you help them when their problems are small you might not have to wait till they get much more critical. If you can get them back to work sooner(or at all) you can get more revenue, etc.

Im thinking thats what we have now. I have to fill out FASFA every year even though my daughter never applied for anything so that they can formally notify her that she isnt eligible anyway. Right now under a certain income level the kids qualify for aid and the parents qualify for the tax credit. What I see that you would do differently is impose some level of accountability for that and in that case I also agree.
