I paid the AOS fee and within 24 hours the money was withdrawn from my account and the website was updated to "PAID" in the same time frame.


I attempted to pay the IV fee on the evening of Thursday March 2, 2016 and while it was processing the transaction I noticed a glitch, however it still showed as "IN PROCESS" but without a transaction ID posted with the payment. By the next morning, the payment showed as "REJECTED."


On the morning of March 3, 2016 I went ahead and made another payment. This time, a transaction ID was posted with the "IN PROCESS" notification. The $325 was withdrawn from my bank account within 24 hours. The amount of $325 was only withdrawn from my account once.


I waited the 2-3 business days that their website claims and it never changed to "PAID." I called NVC and I was told to wait 7 days for it to process. I waited 7 days and nothing changed. I called yesterday and the operator said he would escalate it to a supervisor to review. Today I called again to see if anything had changed. I asked how long it would take the supervisor to review my case and I was told up to 42 days. Today, the operator recommended that I email askNVC@state.gov and provide all of my case specific information and include proof of payment by providing my bank account statement showing the withdrawal. I did this and still nothing has changed.


A few questions:

  1. Has anyone ever experienced this?
  2. Does it actually take a supervisor 42 days to review?
  3. Can I ask to speak to a supervisor when I call NVC and have them review it with me while on the phone?
  4. How long does it take NVC to respond to emails?
  5. Is there anything I can do to speed up the review process to change it to "PAID?"

I asked if I can still submit my AOS and IV packets prior to it changing to "PAID" and completing the DS-260 and I know I can. My concern is that my documents will be reviewed before the IV fee changes to "PAID" and opening up the DS-260 which would not allow for a "case complete". I don't want to cause any delays to the processing of our case.



Any advice would be greatly appreciated.

Update:

I called NVC again this morning and asked to speak to a supervisor. The man told me they are all currently busy at the time and I can call back again later and ask to speak to one.

I called back about 10 minutes later and asked to speak to a supervisor and this time one was available. I was very friendly and explained to her that the money has been withdrawn from my account for about 10 days now and I don't believe I should have to wait up to 42 days for my payment to be reviewed to continue when the money has already been taken out. I also asked if I could email her directly with the proof of payment that the money actually had been withdrawn. She said unfortunately not, but she put in a different request for it to get reviewed but that she couldn't promise me that it would be any faster.

2 hours later, the fee turned to "PAID" and the DS-260 is now open!
