when can one apply for citizenship?

Does anyone know when one can apply for citizenship?

Like the timeline or schedule that one is due to apply for citizenship.

So lets say one has 2 years temporary permanent resident card expired and one has applied for the 10 years permanent resident card and currently waiting for decision from USCIS, so at what point during this timeline can one be READY or DUE to apply for citizenship?

Anywhere where one can find this information?

UPDATE: actually i have read that form before and did not see where it applies to people filling I-751 for the 10 years permanent resident. This is going from adjustment of status from Student through marriage.

Please if you know the answer or can quote where it applies to my question, will really appreciate it.

The earliest is 90 days before the 3rd anniversary of your GC issue date.

Even though your ROC is still pending, you can file your citizenship application and before they interview you, they'll be "forced" to render a decision on the ROC app.
