5 months after filing- now appointment for fingerprints?

I filed for ROC in October. As I did not received a biometrics appointment letter I contacted USCIS. I received in November two NOA telling me that the previous biometrics was going to be used and therefore there was no need to re do it and that my fee would not be refunded. Yesterday I received a letter from USCIS with an appointment for the end of March to do the biometrics. Obviously I am going to talk to them on Monday, but... has anyone else experienced this? Is it a case of the left hand not knowing what the right hand is doing?
