petition approved but does not want to move to US.

Timeline

Just wondering about best course of action. My father in low used to come here every year visiting us for 2 weeks. His visa expired in October. My wife filed I130 for him to move here. Petition was approved stating that he will receive all the documentation. He clearly stated today that he does not want to move to US but would like to continue visiting for vacation for 2 weeks annually. What is the best course of action to abandon the process and get renewal of multi entry tourist visa without jeopardizing chances for receiving B2:

1) Him emailing Embassy stating that he refuses GC but would like to receive B2 and keep visiting once a year for 2 weeks

2) Scheduling interview without doing medical and police certificate and stating the same as above

3) Go through the interview, get GC, enter once on GC and then abandoning it.

4) Other?

It's a shame Russia isn't part of the VWP.

You would have to start over again as the I-130 wouldn't be valid for a tourist visa. I-130 is for a immigrant visa.

Your question about would this affect him in applying for a visa again- NO certainly not. He hasn't had his visa denied so all is good.

I'm sure someone with better knowledge will reply.

Why waste more money on medical, greencard fee then abandoning GC? Just let it go without scheduling interview. Meanwhiles, you can try to talk him into it though.

Once he shows he has no intention to immigrate to the US, his tourist visa renewal would have no problem at all. Good luck.

Why? Withdraw it at NVC stating he doesnt want to move. How is this suspicious? It's the truth.

Petition is already approved. Withdraw may look suspicious.

Wrong. People change their minds every day, there is absolutely nothing suspicious about it.
