A visitor visa (or more likely in her case the VWP) is to visit.

You are asking about how to immigrate, you said:

I am simply POSSIBILITY THINKING... because I have no idea what we will want to do after several years in Switzerland... or what prospects look like for Europe with ISIS infiltration... etc.

Therefore I am interested in both:

1. Ability to IMMIGRATE to U.S.A. with Swiss wife...

2. Ability to VISIT U.S.A. with Swiss wife... without imposed limitations...

Naivete? LOL!
