Well if its not in the NYPD DEPARTMENT MANUAL, then it never happened. Just like it says not to use choke holds.

That's in what is known as the "administrative guide", that's the department manual for executive level nypd.

Look, it's not in any manual. I've mentioned it before, cooking the numbers does happen. More now than ever. That can be attributed to the implementation of "compstat". It's in wiki. Read it at your own leisure.

But during the Giuliani years....

The decrease in crime was in fact, real. I experienced it first hand.

But it can also be attributed to the decline of crack, as a preferred drug. And heroin made its come back. Crack, is a violent drug.

Bottom line is, I very much qualify to write books on many aspects of criminal justice. Enforcement, prosecution, procedure, defense, etc...

Been there, done that. I don't care if you believe it or not. I don't have to prove anything.

Day in, day out, I've been involved in this field for over 20 years. I just don't like to talk about it much.

And, I don't have the time....
