Funny: the schools out here in the suburbs have no such mandate, nor any problems with violence at all. Kids just know better. Violence is not respected, it is ostracized.

Good for your area. And I said the mandate would be nice. Kids need attention, supervision and to be busy doing good things.

It is good. But actually kids do not need 24/7 supervision to act like decent individuals if they are raised worth a damn. The terrible kids with terrible parent(s) from terrible families do, though, but that's the family's fault, not the lack of some center the kid can go to after school lest they get bored and go shoot some other kids just to temper their boredom. Raising kids starts at home, always has, always will.

A basketball program is not going to save them, what it will do is.... allow a politician look like there is a semi solution.

There are a handful of major cities that are going the way of Detroit. Phili is one.

Whatever can discourage teenage girls and barely-women from spreading their legs so often for sperm donor boys/barely-men who leave immediately thereafter is better for these communities racked by poverty and crime.
