You have to follow for 2 things one if person is not living in UAE he or she can't obtained PCC but she can get it it's a lengthy process she needs to send her finger prints attested by UAE embassy manila plus she needs to authorised someone in her absence to apply for it... also it's depands on US EMBASSY MANILA they might ask for or not but normally they do not ask for if person is not available in UAE. BETTER to check with some experience vj members who gone through this process.

Dubai is part of UAE and therefore is a WAIVER country, you can not get a police certificate except in person. Waived!

Police, Court, Prison Records
Police Records

Available, only if applicant is physically present in the UAE.

Police certificates may be obtained by any person, regardless of nationality, by personally appearing at the Central Police Headquarters located in the emirate of residence or former residence. When appearing to request a police certificate, the applicant should provide recent photographs, a letter from the requesting authority, the date of residence in the emirate, and their passport.

Not available by mail. Post recommends that consular officers waive the general requirement to obtain police certificates unless the applicant lives in the UAE.

UAE is a waiver country - no police certificate required.

Waiver is recommended but not automatic. You might be okay if it was only 5 years there, if you've spent very long time there they may insist you obtain it (this happened to a friend of mine who had spent most of his life in UAE).

PM me if you need help doing that. I did it without returning to UAE, it is possible.
