You need the real I-134 when I was there a couple got told they needed one with fresh signature. If it looks scanned they will give you an RFE. Please make sure he mails it to you, or comes in person to visit with it.

I was also advised by a few China members here not scan or fax a copy over, they want the one with the ink signature.

Sure. I'll tell him.

Did you check your case status on Ceac.state.gov before you get P4? I mean after sending back P3 until you get your P4? Is it AP?

I'm at this status and hope that means they got my P3 and ready to move forward...

If he's going to mail you the signed documents, I would recommend he look into using either DHL or FedEx. I mailed my I-134 as well as my cosponsor's to my fiance via DHL. I mailed him two copies of each of these (with original signatures on both copies), as well as two copies of all of the other things required and recommended (tax docs, letters from employers, bank, proof of relationship, etc). The package ended up weighing a pound and cost about $120 to ship. Worth the cost, though, as now I know he has everything he needs and it arrived on the exact day they said it would (I think it took about 10 days--they do have even faster options for higher price).

Spoiler

12/18/2015- NOA 1

1/29/2016- NOA 2

2/18/2016- Letter from NVC saying they're forwarding to Guangzhou

3/4/2016- Received P3, returned it about a week later

3/22/2016- P4 email

5/12/16- Interview. Approved!

5/16/16- After a few days saying administrative processing, CEAC now says issued!

Additional snafu: my fiancé came over on his visa, but just a month later (and the day before we were going to get married) he had an emergency that necessitated him returning to China.  I contacted the Guangzhou consulate via their email system, provided the requested documents/proof, and he was granted a second interview for "reissuance."  He had to re-do the medical, redo the interview (bringing yet another copy of all of the things he had to bring the first time) and we were approved again!  He received what looked like a new visa in his passport, but the original 90 day countdown for marriage was still ticking.  He came back to the US and we got married right away!

8/22/16- Married!

12/13/16- EA and AP approved!

no news... case status on website still says "fingerprint fee received..."

4/11/17- submitted online service request for case out of normal processing time (over 6 months)

5/2/17- USCIS website updated to "My card is being produced!"

He mail me his I-134 yesterday through UPS. And the estimate delivery time is April 25. Yay!!! Costs him a lot but totally worth it!

Sadly, we did not look at our status before receiving P4, but I would wager it is the same as P3. AP first, then document arrives.
