Entering with H1-B and intent to marry

Hi! I have read so many forums, but I'm having trouble finding help with my situation. I appreciate any advice!

My boyfriend is Italian, but working in China as an engineer. He would like to move here and have a job so we can live in the same country for awhile before marrying. We are considering the following options.

1. Applying for a fiance visa, then work permit, and green card

2. Having him come on the visa waiver program, get married, and return to China while we work on applying for the green card.

3. Looking for a company to sponsor a H1-B then after he is here, getting married 6-8 months later and applying to Adjust Status and then for the green card.

My question is, if we are able to find him a job with a company who has the H1-B approved, can he come here and get married while on that visa? Then can we just change his status/pursue a green card?
