n400 for Feb 2016

a cousin of mines sent hers and husband's n400 feb and have not received bio appointments, also can they get scheduled for same day appointment and office is Dallas Tx too

You said that both their NOAs are dated 02/25. That is their priority date. Biometrics is generally about a month after they receive the filing packet.

Same day appointments are possible, but don't bet on it.

07/26/2012 - 10/18/2012: 85 Days from Application Received to GC Received.
Removal of Conditions
07/22/2014 - 11/14/2014: 116 Days from Application Received to GC Received.
Naturalization
02/03/2016 - 05/31/2016 : 119 Days from Application Received to Oath Ceremony.
