I did some searching on USTRAVELDOCS regarding your question.    Based on what I read I would lean toward (yes) submitting your passport with the requested documents .. as STEP 5  clearly states they will return your passport to "your chosen delivery address" .. my thinking is they can't return it if you don't deliver it to the embassy.  ;)

I do know of a few that received the 221g recently, their 221g included instructions to return the passport with the documents.

My fiance also had his interview today and got the most dreaded 221g.

He needs to prove he is free to marry as he has been to the embassy twice stating he was married cos he lived with his ex girlfriend.

Though his passport was also returned to him.

I pray it goes well for us.

Prepare yourself for the worst outcome.   If he made such a representation to the consulate,  it could be deemed a material misrepresentation which that finding would be devastating and could result in a permanent ban

This topic is still my wors nightmare. Am still on Administration processing after i did send the requested document. All i saw on ceac after send the requested documents was updated which was simply a date change. Am very worried. My wife is having a very difficult time at her current job here. She has interview she has to attend back in the states for job. But now here we are.
