So to update those who are at Potomac, I called USCIS precisely after 3 months of my PD of March 22 and well I was told by the tier 2 officer that my case was approved a day before, however when I received the text few hours later (of the same day as my call) the date on NOA2 was june 30 rather than june 29 and i got my hard copy in the mail few days later. after a week of NOA2, the petition was sent to NVC on July 8 and i got a text and alert through the USCIS app.

Then a week later (today) I called NVC to ask them a question regarding AOS, they told me that they received my case and that it will be assigned in 2 weeks.

So my point is that sometimes it is best to call and find out. they can give you information over the phone that you least expect it

The email from USCIS was slow for me since I initially never signed up for the email notifications.

I have not gotten my second notice yet either we have to be patient. What country and service center

Yes we do have to be patient. I hope this is the slowest part of the process and after this it goes quicker, but who knows! Country is Canada and service center is Nebraska Service Center. I have heard that this one is slow :/

I think that at this very early in age they usually do background check on mostly the US citizen or the green card holder's. I am not sure if they do on the intending immigrant or not but i doubt they do. It varies case by case on how long the time takes. if your USC or LPR has some sort of records or they have moved a lot, it takes time. Also they try to make sure that your case is legit and not a fraud. it is best to send some wedding pics or a letter from someone who attended the wedding, it helps for most people.

who do i have to send it though and i am united states citizen and in the mean time what would be my next step while i am wating for the approval notice

Here's a question, you mentioned they asked for RFE, what did they ask for?

Your next step, while waiting, which I did too was gathering required documents when you reach the NVC stage. Here's a wiki you can find a lot of good information and guidance on what you should do next once you get an approval and reach NVC. I am at the NVC now however I haven't stared anything as they just received my case so I am giving them 10-14 days before calling and asking for a case number.
