you can only file your mother reason , mother/ father has to be biological parent or legal (he adopted you before you were 21).

if these 2 conditions does not apply to parent, then they are not immediate relative.(IR5)

not true, when he becomes a US citizen he can petition his step father as long as he was under the age of 18 when they married.

If your mom and step parent married before you were 18 is actually even faster. My husband filed a petition for his biological dad and step mom and the same time back in 2013. It took 11 months and both were processed at the same time

This way it will take 15 years or more...

But I agree they would not leave the minor son.

Unless ONE of them comes on an immigrant visa & petitions for child & spouse,timing it in such a way they can come together? But their family would still be apart at least half that time because the already-LPR family member would have to keep their residency.

This is what I would do. No one is left alone.

1. When OP becomes a US citizen, he can file for his mother and stepfather.

2. Mom enters the US and immediately get her green card.

3. She file for Re-Entry permit which allows her to be outside the US for 2 years.

4. She files for the minor son.

5. After getting the Re-Entry Permit, she returns home to care for the minor.

6. Stepdad immigrates and gets his green card. He can get a Re-Entry Permit too. He can return home or stay to work.

7. When the minor son gets his visa, the parent(s) return with the minor.

It's not that hard. This has been done many times.
