Post interview-waiting on visa-immigrant changed to non immigrant

My fiance's interview was Friday feb. 26th. She was approved at the Kingston Jamaica US Consulate. They told her it would take two weeks to receive the visa.

I check the ceac website often. I noticed on Monday, feb 29th, that our case had a new creation date of feb28th (I am assuming it was really feb 29th since that date usually isn't applicable due to leap year) and that the status changed from an immigrant visa to a non immigrant visa. It just says ready and if you have already had your interview check back in two business days. This is the second business day.

What is going on? Is this good news, bad news, normal?

Also, anybody from Jamaica have any input on how long it is taking their visa to come? We were tryna have my fiancé depart on 23rd of this month before Easter
