Anybody know how to work the cgi Stanley page for the Guangzhou consulate

Hey guys, I'm having a little trouble with cgi Stanley what is the iv case I'd number that they are asking will the consulate assign it to me or is it my nvc case number this is the error I get when I input the nvc case number
