Waiting for green card for 7 months

Help. My husband's 601 was finally approved this past summer. I paid for his green card on July 13, 2015. His point of entry was July 25, 2015. We never received the green card. We have called them on the phone, they say it is in processing. We have visited the local office, they say it is still processing. I opened an online request, they transferred it to the Texas office who said their system was down so they couldn't research it and not to open a new case for another 30 days. This doesn't make sense to me. They say everything is okay because he can use the stamp in his visa. Well, he can't get a driving license without the green card, and he cannot be added to my checking account without his license, etc. I believe he has also lost job offers because the stamp in his visa expires in July 2016. What can I do?

I paid for my GC and entered the US, everything was fine. Yet, my Green Card took 8 month to arrive by mail. Everytime I call they say wait 30 days. Eventually I stopped calling and waiting.
