hi i 'm withdrawing my i-129f petition not approved. I wrote a letter stating I want to withdraw the petition and the reason why. hould I mail it to the same address I have on my noa1? California Service Center PO Box? Do I also have to call them? doi have to state anything on the envelope?

I'm in a similar situation, but a little later in the process (waiting for the interview). After cancelling, will my fiancé still be able to enter the US with his tourist visa and a US fiancé (I'll be moving to Brazil, but we're planning a wedding in the US)?

Yes, but have your letter notarized.

Do I also have to call them?

No

doi have to state anything on the envelope?

I'd put your case number on the outside.

did you send it to the address on the noa1? did they respond to you? did you call as well? we sent it to the address found on noa 1 a week ago. no response since then.

Yes that was the address on the NOA1. I did call them yesterday, because I hadn't heard anything. The customer service person said that they are probably reviewing it and that I should get a response within 30 days. The letter doesn't need to be notarized.

we sent an email to csc but they responded with a standard "you need to call ncsc first". We sent the letter notarized with a copy of noa1 and with tracking number to po box csc and it arrived 9/10 days ago. do you think we should call too?

Why not just go through with the K1, get married in the US and move to Brazil? Worst case scenario you're going to cancel a K1 visa and a denied tourist visa.
