waiting period for LPR to apply for child?

My in laws just became LPR's and they have a 7 and 14 yr who live out of the U.S. I am wondering if there is a waiting period that they have to go through before they can apply for their children? Children have never been here to the U.S.

they can file, but there will be a wait before those petitions become current, depending on how the adults became LPRs

they can file right away, if kids are under 21 they will be in F2A catagory, most likely their visa number will become available in 1 year.

my uncle became a LPR in jan and he petition for his soon to be 19 year old daughter and he is currently in mexico, do u know how long it can take for her to enter the united states as a LPR.... is there any way to expedite the i130 processing and nvc process before she turns 21

This is the Visa Category, file I-130 asap.
