For future reference the term ''diaspora'' has been used for quite some time, despite it's unusual sound. Usually referring in history to a people(s) that have been forced out of their homes due to violence and persecution - eg; most commonly and anciently -- the Jewish diaspora. It can also reference those people that were forced out during the 100 years war in Europe, the Crusades, those persecuted during the Dark Ages and especially during the Inquisition. In this instance I think the author was trying to find a smarter and more polite way of saying they belonged to an African/Middle Eastern group of lads that were of the refugee persuasion/community. In any case they were probably targeted that's pretty obvious.

We just had some butthead shoot an 80+ and a 90+ year old at a bus stop in the city. Mistaken identity, he thought they were rival gangs. Which means our criminal must have absolutely terrible eyesight. The criminal in this case has better eyesight for whatever the motivation is.

It does look like this crime was hateful but not a hate crime. Updated news reports that one victim was Christian and two were Muslims. I hope that they catch the killer or killers.
