Traveling to Ukraine with the US Passport (Military Draft Question)

Hello everyone,

I have a dilemma that bothers me and I cannot find a clear answer.

My family wants to travel to Ukraine this summer (2016). We were all born in Ukraine and had its citizenship until we moved to the US and acquired the US passports not that long ago. My brother is 24 (still eligible for military draft), but he has the US passport/citizenship and is going to use it to enter Ukraine. He also changed his first name a bit. However, he hasn't officially renounced his Ukrainian citizenship.

The main question(s), with all the staff that is going on in Ukraine now:

Will he have problems at the border of Ukraine? Can/will they take him away to server in the military? Any issues exiting Ukraine?

I appreciate any input on this matter from people who have done this or from people with legal knowledge.

P.S.

He is not going to take his UKR passport and he doesn't want to keep his UKR citizenship. He just wants to visit his grandmother.

Can he get an exemption? For example in my home country you can ask for an exemption if you are a student. Or you can ask to be forgiven of service if you are married and have kids. Does Ukraine have anything like that?

There are a few exceptions but for most countries taking on another Citizenship has no impact on your original Citizenship, I would expect Ukraine to treat him as any other citizen, if he is due to serve he is due to serve.

Take only US passport and do no take your Ukrainian passport.

I have traveled to Ukraine several times over the last few years (including 3 times last year) -- had zero problems!

He will not have any problems at all. I traveled there March 2014 when the draft was hot and new. At the time i had a UA travel passport and a Green Card and had no problems at all. I was even stopped by the police and nobody cared about me one bit. Especially since your brother has a US citizenship they will not say anything at all.

He shouldn't have a problem. Technically, yes, he is a Ukrainian citizen and they can draft him. Practically though, they won't care at all whatsoever. I used a US passport that said I was born in Ukraine multiple times over the past few years (before and during the war) and they never even batted an eye or asked anything whatsoever, neither on the way in or out.

10/28/13 - Applied for SSN and marriage license | 11/2/13 - SS card received
