Technically speaking the beneficiary is the one who is choosing an agent. They should choose the USC who is in the US in case snail mail is sent. But since mail is rarely sent it's not a big issue.

anyone with the right information can choose an agent. It would not be wise for the beneficiary to do it. All things considered, in fact it would be a massive waste of time and money when the USC can do it easily and efficiently. I'm inclined to disagree completely and say that no the petitioner should but I'm going to disagree out of pure logic and experience with it a few months ago.

You shouldn't muddy good advice that can save him months of waiting with technicalities that are not logical

The form is meant for the beneficiary and should be filled out as such, even though the petitioner or a designated agent can fill it out. That is what I meant and I am clarifying what this form is and how it applies and who it applies to.

I was the beneficiary and did ALL of the paperwork from start of the I-130 to my 10 year green card. So beneficiaries can be perfectly capable of doing all of the paperwork. Not all are, obviously. But many on here are the beneficiaries who take control of their lives and the immigration process because we are the ones giving up the most by leaving our familiar home countries, family, friends, and often careers.

Maybe in the OPs instance, or yours, the beneficiary doesn't have reliable Internet or can understand the forms well enough maybe due to a language barrier etc... There are many cases in which the petitioner or a designated agent, is a better choice to fill out forms, even ones that are meant for the beneficiary to fill out. The NVC understands this and thusly allows this. To state it's not wise for a beneficiary to fill out a form meant to be from the beneficiary, is a very generic statement.
