Good afternoon,

I have a question. I am US but i would like to change my name on the certificate of naturalization. I live in Hawaii and here they do administrative process which means is not signed by a judge the order to change the name. Does anybody has change the name and immigration accepted the administrative order from hawaii and also I would like to know how long is the process for the N565 the replacement of the certificate of naturalization.

I'm not sure, but I think you're saying that you are already a naturalized citizen and have a naturalization certificate.

If that's the case, then your name change will have nothing to do with USCIS. It doesn't matter whether they have administrative or judicial ceremonies (their field office page says that they do both https://www.uscis.gov/about-us/find-uscis-office/field-offices/hawaii-honolulu-field-office#Naturalization%20Ceremonies).

You will need to file for a name change in court in most states, but if you're saying Hawaii has a different process, that should be fine. USCIS should accept a legal name change certificate issued in accordance with the laws of your state. When this is approved, you will get a name change certificate. When you have this certificate it is up to you whether or not you want a new naturalization certificate; you don't have to get a new one because you can use the old naturalization certificate and the name change certificate together whenever you need to prove your citizenship and new name. For example, you can use these two certificates together to get a passport with your new name on it.

If you still want a new naturalization certificate, then you can apply for a N565, but you'll have to pay the fee and submit your state-issued name change certificate. Remember that USCIS is not changing your name, they will just issue a replacement certificate with the name on the state-issued name change certificate. I don't have an exact time, but the replacement takes several months (I've seen people wait between 5-9 months).

You can do this if you want, but if I were you, I would save my money and not get a new naturalization certificate. If you insist on getting one, then apply for a passport first using your name change and naturalization certificates. Either way, the first step is to apply for a name change in court or in whatever office handles this in Hawaii. It is very important to hold on to the name change certificate because it is the only thing linking your new legal name to your birth certificate. Ask the court or relevant office for multiple copies.
