What are wait times for Islamabad for non-immigrant visa?

no such thing as inviting someone for a visitor visa. They must apply and be approved on their own merits and their merits alone. There is no sponsorship and they must prove that they have very strong ties to their own country and they have the funds to pay for their stay in the US

no ISB never issues visas on the same day, and does not often issue B1/2 visas

As to how long it could take to issue the visa, if they are approved then within a few weeks

Right.. I am very well aware of all that. That was not my question.

Thanks. But do you know anyone who actually got B1/B2 visa and how long did it take to get issued.

Plus majority of the time Pakistanis get rejected from B1/B2 visas is because they fail to establish strong ties in home country they would return to after their trip is over. It is very well documented here: http://tribune.com.pk/story/563982/tips-on-getting-a-us-visa/
