I was wondering if it had to be exactly 90 days when we send the ROC off? I've been waiting for pictures to get here for 2 weeks now and it says they won't be here until Tuesday night. It would put us at like 85 days. Would it be okay to send it after or should I just print them off the computer?

Thank you for the help in advance :)

90 days is the earliest you can file, any time after that is all good. That is as long as you don't go past your expiry date.

No that means your filing window opens exactly 90 days before the expiration date of your GC. You can send your application any day you like once your eligibility begins. However, your info says you're in PA, so you will be filing to Vermont Service Center. They process ROCs really really slow (9-10 months) so it is best you send your application once it is ready to go to not lose any further time.

If you file before the 90-day window they will reject it. I wouldn't file it exactly on the 90th day because what if you counted the days wrong and have filed too early? You can file any time in the entire 90-day window so waiting until a few days into the window is safest.
