My fiancee was education in the Philippines up to a bachelors in business management. She was in Singapore working for about a decade and left before this past Christmas. This form is asking a lot of questions maybe for locals to the country. For the education section, #18, should she fill out "primary," "diploma," and "other" and state "BA in Bus. Mgmt., Philippines"? Should Everything else, other than PHD and masters, seem to be for local Singaporeans.

Also part 19, what should that answer be? She is in Manila, Philippines right now and someone will be her proxy, or authorized human, to deliver the fingerprints and obtain the stuff for the police station. She will not be going to Singapore herself. So, is the "Country for which COC is to be submitted" for her, being she is in Philippines since December, going to be Singapore, Philippines, America, Vulcan, Kronos.....?

The country for which COC is to be submitted is United States.

I believe the education part is if she is leaving Singapore for the purpose of education.

Oh, and make sure she fills out the Appeal Letter. Otherwise SG won't release a COC for non-singaporeans.
