Received NVC Welcome Letter PAOSF what's next?

Hi my mom is petitioning my unmarried, under 21 year old sister. My mom is a green card holder and I'm a US Citizen. We filed my sister's I-130 last April 2015. Around January 25, 2016 we received a letter (Welcome letter PAOSF) in the mail from the NVC regarding my sister's visa petition. I am the third party (agent) since my mom doesn't really speak and understand English. I am doing all the paperwork and paying for all the fees and acting as the sponsor as well since my mom doesn't work.

Now my question is my sister is turning 21 this year (November 2016) does this letter mean that her visa is already being processed. I paid the AOS and IV fees = $325 + 120 last week abd status is now "paid". I am still working on filling out and submitting the DS-260 form (I am still reviewing the form prior to submitting it just in case I make a mistake) and collecting/gathering all the affidavit of support documents and supporting documents to prove her relationship to my green card holder mom.

I am not sure if there is already a visa number available for my sister or if this is just a pre-processing of her visa. Because I know that the visa bulletin determines the priority date and to be honest the web site that publish the visa bulletin is very confusing. Again our filing date or priority date was April 2015,

Has anyone of you had/have a similar situation like my sister/us. I'm hoping to finish her form and submit all documents this week (week of Feb 15, 2016). I want to make sure my sister won't age out since she's turning 21 this November. Any feedback, advise is greatly appreciated.

I hope more visa experts are able to give you some advice but it looks like your sister is going to age out or cutting it close before a visa is even issued. Looking back at the visa bulletin for October 2015, NVC was processing April 2014 filers which means around this time you'll be expecting an interview letter. Good Luck in your journey, kabayan!

02/27/16- Received interview letter via email

03/31/16- Medical Day 1-COMPLETED

04/01/16- Medical Day 2-PASSED!!! :dance:

04/05/16- USEM Interview=221G re:NBI clearance-addition of misspelled name in marriage certificate as an AKA for wife :shocked:

04/19/16- Mailed new NBI clearance with AKA via 2GO

04/21/16- 2GO document out for delivery to USEM

04/22/16- Case touched, still AP

04/27/16- CEAC status changed ISSUED :dancing:

04/30/16- Visas on hand!!!; ELIS fees paid

05/03/16- CFO done: Immigrant Data Summary detached in all visa packets :ranting:

05/06/16- Visa packets and passports returned to USEM via 2GO

05/10/16- Visa packets received at USEM

05/13/16- Resealed visa packets received

05/29/16- POE: JFK

Thank you for replying to my post father of three. It looks like we're in the same situation only that I'm not sure if your daughter is aging out. It is getting a little frustrating because I really want my sister to make it here in the US before she turns 21. Hopefully someone out there will tell me if they had the same experience and that this is not just pre-processing. Thank you and good luck with your case/petition.
