B2 visa denial and reapplication

My friend applied for her Visa in August 2015 in Trinidad and was told by the officer that she had insufficient funds. In December 2015, she received a huge lump sum of back pay and also a 25% increase in salary. She wants to reapply since her circumstances have changed. I would like to know

1) Is that a good reason to approve her if she brings evidence of the increase in her bank account due to the work back pay received.

2) can they now tell her she does not have strong ties although that wasn't the reason for her denial.

I've heard of consular officers saying that they would be approved "if they had more money", then denying on the basis of ties the second time and then people get mad that "they lied". Just keep in mind they absolutely can do that.

Yeh thanks much. I figured it was a possibility but I'm still gonna tell her to try. She has 2 kids, is currently getting a second degree and also has been in her job for 9 years so I hope those are strong enough ties.

padding one's bank account is not considered a tie...after all, an account can be emptied 5 minutes after getting the visa. Where is her husband and/or the father of the children?

don't like her chances...in many countries that worked, divorced women had the highest overstay/non-return rate (went to the US to go husband shopping)

You are focussing on one element and it is the totality of the application that matters.

Only way of finding out for certain is to apply.

Things that would help her: owning property, having a car, letters from employer saying she is expected to return by a specific date. If she is coming to the US to visit someone specifically, so she would with her visa application supply evidence that she is going to a specific place, for a specific reason, for a set amount of time and that she plans to return to her home country on a specific date because she has to return for reasons X, Y and Z.

I'm going to tell her to reapply cause it can't hurt. Hopefully she sees a happy immigration officer that just smiles and gives her the ok

Hey everyone just to let you know that my friend got approved. My friend went to the officer and told him that her circumstances have changed and the officer asked for her bank statements and asked what was the purpose of visiting the US and he told her it was approved.
