K1 failed, Wanna withdraw my I-129f and apply for CR1, What do I need to do?

So after my finace's interview in Oct.2015 she got a refusal letter from embassy. The case was sent back to USCIS for further reviews. its been 4 months since then, and as I've heard USCIS wont respond anything until the case will get expired and then they send a letter stating that this case has been expired but you may apply again if you want to. In this case I dont want to wait another six months for nothing and I'd like to withdraw this case and go back to my fiance's country to marry her then apply for CR1. would this be possible? if so

1-so How long dos it take for our K1 case to be withdraw?

2-And how long the CR1 takes to get approved and reach the embassy again?

Answers:

• Go to her country and get married as soon as it is feasible to do so.
• If you haven't heard from USCIS by the time you are married, formally withdraw the petition by stating you are now married and will pursue the spousal visa process.
• From filing the I-130 to the time an interview takes place, plan on 10-12 months.
