You won't know. It's a generic saying that covers anything and everything. It could be not enough visits, nit long enough, not meeting family and friends, lack of communications, different religions, age difference. Look at your evidence and say was it enough to convince a total stranger.

Most of these denials have alot to do with Petitioner coming and meeting and going read way too much "we meet the requirements of the seen each other in 2 years". That's not good enough for most African Consulates. You need time together to establish a relationship. With so many relationships that come to get married in US and not even making it through adjustment of status the CO is really checking folk out to see if you will even make it.

Right or wrong you need to examine your evidence and ask was it enough than decide your next move which barring any issues on your part means go and get married and file a I-130 petition. It shows the embassy you are serious about being together and will stand the test of time.
