Is this RFE two parts or one?

Do all RFE's start with a little paragraph saying Dear So and So you're trying to petition for your alien fiancee. "Additional evidence is required to establish the qualifying relationship".... and THEN they tell you what you did wrong?

OR

is this asking that you submit more evidence of the relationship and then also what they said you did wrong?

Also, the only thing I thought would be RFE worthy wasn't mentioned. Although I didn't do anything wrong (including the RFE they're mentioning cuz I did fill out that part) should I pack the RFE with more evidence they didn't request to make sure I don't get a second RFE?

You can cover both bases simultaneously.

Receiving an RFE is a golden opportunity to add additional "evidence of bona fide relationship" to one's file.

Respond to the specifically stated RFE requirement, then create a cover-sheet that says (in big letters) ADDITIONAL PROOF OF BONA FIDE RELATIONSHIP -- PLEASE PASS TO EMBASSY. Include what you would want a skeptical stranger (the consular officer) to see in your file. Select judiciously and don't overload it. Put the RFE stuff on top with the additional material underneath, and send it in.
